Petitioner, through the medium of this petition has prayed for following reliefs; (i) to issue a writ of mandamus or any other writ, order or direction commanding the respondents to expeditiously consider and process the application bearing No. SG1076445772622 dated 25.02.2022 of the petitioner for issuance of a new passport in his favour in a time bound manner; (ii) to issue such other order or direction as deemed reasonable in the facts and circumstances of the case; 2. Pursuant to notice the objections/reply filed on behalf of respondent Nos. 1 and 2, indicate that ‘The J&K CID vide office letter No. POSK/Court/(148)/2024/ 111-13 dated 5th of February, 2024 had revealed as “ that the information available with us does not favour the recommendation for the issuance of passport to the passport applicant, in the interest of national security and security of state” and pursuant thereto the passport of the petitioner was not granted because of this adverse report. 3. The respondent No. 3- J&K CID upon being impleaded as party respondent, filed objections stating therein that the CID had subsequently recommended “Short-term passport facility for the period of three years.” 4. Mr. T. M. Shamsi, DSGI while appearing on behalf of the respondents, produced communication bearing No. POSK/Court/(148)/2024/05 dated 20th of February, 2026, whereby it was informed by the Passport Officer that the passport application has been recommended for grant of short-term passport for three years for Hajj/Umrah only. He further produced another Communication bearing No. POSK/Court/148/2024/25-27, dated 5th of March, 2026, which, inter alia, reveals that the passport had been issued in favour of the petitioner on 5th of March, 2026 valid up to 4th of March, 2026 upon the advice/recommendation of ADGP, J&K CID for Hajj/Umrah only. 5. It looks strange that while the recommendation was made for three years, whereas the passport was issued up to 4th of March 2026. Thus, in view of the peculiar facts and circumstances of the case, the present petition is disposed of at this stage with a direction to the respondent No. 2-Passport Officer to consider the grievance of the petitioner with regard to the issuance of passport in favour of the petitioner, in light of the latest recommendation made by the J&K CID, on verification of antecedents of the petitioner as “Short-term passport facility for the period of three years.” 6.
