Rendy, learned counsel appearing for the petitioner and Mrs. RK Emily, learned Deputy GA appearing for the respondents. [2] At the outset, the learned senior counsel appearing for the petitioner submitted that even though the Commissioner, Education (S), Government of Manipur (Respondent No. 2) have already considered and rejected the claim of the petitioner for linking up of the past service of her late husband only for the purpose of availing WP (C) No. 796 of 2023 Page 3 pensionary benefits, the petitioner again approached the authorities including the respondent No. 2 by filing another representation dated 04.02.2026 with a request for linking up of the past service of her late husband only for the purpose of pensionary benefits. It has been submitted by the learned senior counsel that at the time of consideration of the petitioner’s earlier representation and issuance of the rejection order dated 26.09.2023, various important factors have not been considered and in the subsequent representation the petitioner has raised the important points. The learned senior counsel submitted that the petitioner will be satisfied if the present writ petition as well as the connected miscellaneous applications are disposed of by issuing a direction to the Administrative Secretary (Education-S), Government of Manipur (respondent No. 2) to consider the subsequent representation dated 04.02.2026 submitted by the petitioner on its own merit and strictly in terms of applicable rules and guidelines and to dispose of the same by issuing a speaking order within a stipulated period. [3] Mrs. RK Emily, learned Deputy GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by her, she has no objection in disposing of this representation as prayed for by the learned senior counsel appearing for the petitioner. [4] Considering the submission made by the learned counsel appearing for the parties and the limited prayer made on behalf of the petitioner, this Court is of the considered view that it will serve the interest of justice to issue the following directions:- WP (C) No. 796 of 2023 Page 4 1. The Administrative Secretary (Education-S), Government of Manipur is hereby directed to consider the representation dated 04.02.2026 submitted by the petitioner on its own merit and strictly in terms of applicable rules and guidelines and to dispose of the same by issuing a speaking order. 2. The whole process should be completed within a period of 3 months from the date of receipt of a certified copy of this order. 3. It is made clear that the above directions have been issued without considering the merits raised in this present writ petition.
