. . .
PRESENT: - Mr. Mazlish Khan, Advocate for the petitioners.

Tribhuvan Dahiya, J (Oral)
The petition has been filed seeking a writ of certiorari quashing the order dated 19.09.2022 (Annexure P-9), whereby the respondents have withdrawn their earlier order dated 06.09.2021 (Annexure P-1) vide which the certificate of Central Teacher Eligibility Test (CTET) was considered equivalent to State Teacher Eligibility Test (STET)/Haryana Teacher Eligibility Test (HTET) for all intents and purposes; and a writ of mandamus directing the respondents to consider the petitioners eligibile for the post of Trained Graduate Teacher (TGT) as per Advertisement No.2/2023 (Annexure P-13) by considering CTET equivalent to STET/HTET for all intents and purposes.
2. Learned State counsel has placed reliance upon and it is not disputed at Bar that the issue raised in the instant petition already stands decided against the petitioner(s) by a co-ordinate Bench vide judgment dated 21.03.2023 passed in Civil Writ Petition No.5864 of 2023, titled Annu Vs. PAYAL 2023.08.09 11:31 I attest to the accuracy and integrity of this order/judgment.
2023:PHHC:100355 CWP No.16673 of 2023 [2]
State of Haryana and others. The judgment holds that cut-off date for submission of application forms for the posts in question cannot be extended as it would result in disruption of entire educational schedule. The only exception can be when the cut-off date has been fixed arbitrarily or there is any technical defect in the process of submission of application forms. None of these situations arise in the instant petition, and the cut-off date, 20.03.2023, for submission of application forms in response to the advertisement has already passed.
3. Therefore, this petition stand disposed of being not maintainable in view of law laid down in Annu case (supra), leaving the issue of validity of the impugned notification dated 19.09.2022 open, to be adjudicated in appropriate proceedings.
