When the matter came up for hearing, the learned Government Advocate appearing on behalf of the official respondents submitted that the official respondents have no role in the matter and that they have not prevented the petitioner from entering the seashore. The allegations have been made only against the private respondents. 3. Though notice has been served on the private respondents, they have not chosen to defend the writ petition in any manner whatsoever. Therefore, the petitioner is at liberty to carry on his avocation at the site mentioned in the petition.
