The learned counsel for petitioner, at the outset, submits that the decision taken by the respondent authority on the ground that First Information Report (FIR) was pending against the petitioner no longer survives, as the competent Court has already quashed the FIR. He submits that in this situation, he may be permitted to participate in the next tender process. 3. Be that as it may, the petitioner has every right to participate in the tender process if he is otherwise qualified. In that view, he submits that his grievance, at this stage, stands redressed. 4.
