None appears for the respondent No. 4, since petitioner did not take steps for service of notice upon the said respondent. 3. The learned counsel for the petitioner has made a submission that he is under instructions not to press this petition, in case, the petitioner is allowed the liberty to approach the appropriate authority under 162 (3) of Executive Instructions, to file an appeal. 4. The learned counsels for the respondents do not object to the said liberty being granted. 5. Accordingly, this writ petition is closed, granting the liberty as sought for in the petition. 6.
