1. This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:-
“a) A Writ of Certiorari calling for the records of the case for perusal; b) A Writ of Certiorari quashing the action on part of the DDA in declining to restore the allotment of the plot earlier made in favour of the Petitioner despite it having been approved earlier and the accepted position that the cancellation was on account of the fault on its own part, being illegal, arbitrary, discriminatory, unwarranted, perverse and unjust and in violation of the rules, regulations, policy and practice and procedure and the This is a digitally signed order. principles of equity, justice and good conscience; c) A writ of mandamus directing the DDA to forthwith allot and give possession of a suitable MIG Plot (60 sq. mtrs.) in developed sectors in Rohini as per his entitlement in terms of and under Rohini Residential Scheme, 1981. d) A Writ of mandamus commanding the respondents to pay the cost of the petition to the petitioner;....”
2. When the petition came up for hearing on 15.12.2022, this Court recorded as under:-
“1. Learned counsel for the Petitioner is directed to place on record the complete paper books of W.P.(C) 1753/2010 and W.P.(C) 7366/2019 at least two days before the next date of hearing. 2. It is also noted that the prayer clause of the present petition fails to give details of the order of the Respondent, which is sought to be impugned in the present proceedings. 3. Learned counsel for the Petitioner states that he will file an appropriate pleading clarifying his prayer. Let the same be filed at least two days before the next date of hearing. 4. List on 22.12.2022.”

Thereafter, on 27.07.2023, the Court recorded as under:-
“1. Learned Counsel for the Petitioner seeks leave of the Court to amend the prayers in the present petition and file certain additional documents. 2. Let the needful be done within two weeks. 3.
