Date of Order 24.06.2026 O R D E R [1] In the hearing today, Mr. D. Julius Riamei, learned counsel on record for the 2(two) revision petitioners along with Ms. Thonrin Y.K. Thangal, learned counsel is before this Court (physical Court). As regards the 2(two) respondents, Mr. N. Bipin and Ms. Th. Lekhakumari, learned counsel on record for both the respondents are before this Court (physical Court). [2] At the instance of the 2(two) revision petitioners, the ‘Sub Deputy Collector, Lamsang, Manipur’ (said ‘SDC’ for convenience) allowed a mutation plea in and vide order dated 20.03.2020 made in Mutation Case No. 137/SDC/IW- LAIREN MAYUM INDRAJ EET SINGH Digitally signed by LAIRENMAYU M INDRAJEET SINGH Date: 2026.06.24 19:43:10 +05'30'
L/2020. The 2(two) respondents in the captioned Civil Revision Petition (CRP) decided to assail the afore-referred 20.03.2020 mutation order made by said SDC but there was a delay. Therefore, the 2(two) respondents in the captioned CRP filed Revenue Misc. Case No. 59 of 2022 on the file of ‘Presiding Officer, Revenue Tribunal, Imphal West, Manipur’ (‘said Revenue Tribunal’ for the sake of brevity and convenience) with a prayer for Condonation of Delay (CoD). To be noted, the CoD prayer was qua an intended revision under Section 95 of Manipur Land Revenue and Land Reforms Act, 1960 (‘MLR & LR Act’ for the sake of brevity) assailing the afore-referred 20.03.2020 mutation case order made by said SDC. This CoD application, after full contest, was allowed in and vide an ‘order dated 17.08.2022 made in Revenue Misc.
Case No. 59 of 2022 by said Revenue Tribunal’ (‘impugned order’ for the sake of convenience and clarity). [3] It is not necessary to dilate more on facts owing to the extremely fair stand taken by Mr. D. Julius Riamei, learned counsel on record for revision petitioners as well as the revision petitioners. To be noted, revision petitioner No. 1 Mr. Malaya Panmei is present in Court. Revision petitioner No. 1 for himself and on behalf of revision petitioner No. 2 instructed Mr. D. Julius Riamei, learned counsel, to agree to have the intended revision petition of respondents to be heard out on merits, if there is an observation from this Court to direct said Revenue Tribunal to dispose of the revision under Section 95 of MLR & LR Act as expeditiously as the official business of the said Revenue Tribunal would permit. Mr. D. Julius Riamei, learned counsel, in his usual fairness, submitted that an observation for expeditious disposal subject of course to other official work of said Revenue Tribunal would suffice without fixing a timeline/time frame. Learned counsel for respondents could not have asked for more or anything better. In this view of the matter, learned counsel for respondents readily agreed. [5] The task of disposal of captioned CRP has now become fairly simple. [6] The following order is made: i) Impugned order being order dated 17.08.2022 made in Revenue Misc. Case No. 59 of 2022 by said Revenue Tribunal i.e., Revenue Tribunal, Imphal West, Manipur condoning delay in filing Section 95 MLR & LR Act revision petition is not dislodged and it is sustained by consent; ii) Said Revenue Tribunal i.e., Revenue Tribunal, Imphal West, Manipur is directed to take up the revision petition under Section 95 MLR & LR Act assailing mutation case order dated 20.03.2022 made in Mutation Case No. 137/SDC/IW-L/2020 by SDC, Imphal West, Lamsang and dispose of the same on its own merits and in accordance with law as expeditiously as the official business of said Revenue Tribunal would permit; iii) While said Revenue Tribunal embarks upon the afore-referred legal drill, it shall do so untrammeled by instant order (except expeditious disposal directive) and in this regard, it is made clear that all rights and contentions of both sides viz., the 2(two) revision petitioners and 2(two) respondents stand preserved for the legal tussle that is to ensue before the said Revenue Tribunal.
[7] Before concluding, this Court deems it appropriate to place on record its appreciation for the fair stand taken by learned counsel on record for revision petitioners Mr. D. Julius Riamei. [8] Captioned CRP is disposed of as closed in the aforesaid manner. An
order of interim stay has been made by this Court and this is order dated 27.09.2022 made by Hon’ble predecessor Chief Justice. Though obvious, it is made clear that this interim stay now stands vacated and this order gets subsumed by the order made in the main CRP. There shall be no order as to costs.
