The petitioner has put forth prayer clauses (B) and (C), which read as under :- “(B) By issuing writ of certiorari or any other appropriate writ, order or direction, the letter/order dated 23.06.2021 issued by respondent No.3, to the extent of directing respondent No. 5 to cancel benefits of time bound promotion scheme granted to the petitioner with further direction to workout excess amount paid to the petitioner in the light of grant of time bound promotion scheme to the petitioner and directing recovery of said amount, may kindly be quashed and set aside; (C) By issuing writ of mandamus or any other appropriate writ, order or direction, the respondent No. 2 to 5 may kindly be directed to grant benefit of second 7094.22wp (2) phase of time bound promotion scheme to the petitioner after completion of 24 years of service in February 2009 and they may be further directed to fix the pay/ salary of the petitioner accordingly w.e.f. February 2009.” 2. Issue notice to the respondents, returnable on 11/08/2022. The learned A.G.P. waives service of notice on behalf of respondent No.1. 3. Notwithstanding the pendency of this petition, the concerned respondent shall proceed to process the pension papers of the petitioner. 4. Until further orders, the said authority would not initiate recovery of amount from the petitioner. 5.
