It appears that response of all the respondents, more particularly, that of the respondents no. 3 and 4, in relation to the Notification dated September 30, 2011 is required. In spite of repeated opportunities being given to the said respondents, till date no affidavit has been filed by the said respondents. This is not a regular Bench. We deprecate the conduct of the respondents no. 3 and 4. Upon payment of cost of Rs. 5,000/- by the respondents no. 3 and 4 to the petitioner within a week from date, time to file affidavit by the said respondents is extended peremptorily by ten days from date upon prior service of the same to the learned advocate for the petitioner.
