The petition is for the following reliefs: 1. Allow the present Writ Petition and pass an order directing Respondent No.I to compensate the Petitioner a sum ofRs. 1,00,00,000/-; 2. Allow the present Writ Petition and direct the Respondents to take strict measures in respect to the ban on sell, purchase and usage of chinese manjha. 3. Any other order/(s) as this Hon'ble Court may deem fit in the interest of justice and conscience. 2. The aforesaid writ petitions relate to the deaths caused allegedly due to slitting of throats by kite flying thread made of polyester, nylon, plastic or any other synthetic material etc., also known colloquially as Chinese Manjha which was being used for flying kites in the city of Delhi. 3. On 16.09.2021, the petitioner filed an application seeking strict implementation in respect of ban, sale, purchase and usage of Chinese Manjha and further prayed for inquiry/investigation. 4. This Court vide order dated 08.08.2023 has passed detailed directions with respect to ban, sale, purchase and usage of Chinese manjha. The General Directions to all concerned shall remain in full force, even after disposal of the writ petition. 5. With respect to compensation of victims defendant for death or injury on account of use of Chinese Manjha, it is an unequivocal position taken by the respondents that such cases are covered under the Delhi Victim This is a digitally signed order. The aggrieved person, therefore, are entitled to take the benefit of the said scheme. With respect to the submission that the compensation under DVCS is limited to Rs. 10,00,000/- and therefore the same be directed to be enhanced, the Court is not inclined to direct for any mandatory directions for enhancement of the compensation. It will be up to the concerned Government to look into all those aspects and to take appropriate steps. 7. If the petitioner feels that the damage is beyond Rs. 10,00,000/-, the petitioner or the aggrieved person shall be entitled to seek a remedy under the Civil Law. 8.
