Without going into the merits of the case, the 2nd respondent is directed to dispose of the representation dated 11.11.2009 made by the petitioner, in accordance with law after giving notice to any affected party. There shall be no order as to costs. 4. It is needless to say that the 2nd respondent shall dispose of the representation within six weeks from the date of receipt of a copy of this order.
