Teachers and is fully eligible and qualified for promotion to the post of L.F.L. Headmaster is as illegal, arbitrary, discriminatory, unjust and violative of Articles 14, 16 and 21 of the Constitution of India besides contrary to the Government Policy and also the law on the subject and consequently hold that the petitioner is entitled for promotion to the post of L.F.L. Headmaster as per his seniority and eligibility with effect from the date on which the vacancy had arisen in terms of G.O.Ms.No. 67, School Education, dated 20-11-2010 with all consequential benefits and to pass such other order or orders.
