ORDER Date : 24.06.2026 (K.R. Surana, J) Heard Mr. S. Islam, learned counsel for the petitioner. Also heard Mr. M.R. Adhikari, learned CGC; Mr. G. Sarma, learned standing counsel for the FT and Border matters; Mr. N. Kalita, learned counsel appearing on behalf of Mr. A.I. Ali, learned standing counsel for the ECI; and Mr. P. Sarmah, learned Addl. Senior Government Advocate for the State respondent.
2. The learned counsel for the petitioner has produced a copy of the death certificate indicating that the petitioner, namely, Rahmat Ali, died on 03.07.2020.
3. The learned counsel for the petitioner was put to notice that in the event the legal representatives of the deceased petitioner do not implead themselves, the opinion dated 20.07.2019 impugned in this writ petition may adversely affect their interests. However, the learned counsel for the petitioner submits that he has no instructions in the matter.
4. In view of the death of the petitioner, as indicated above, this writ petition stands abated.

5. The Registry shall return the Tribunal's record along with a copy of this
order, which shall be made part of the record by the learned Tribunal.
6. The learned standing counsel for the FT and Border matters shall transmit a copy of this order to the Home and Political (B) Department, Government of Assam, for its record.
7. Accordingly, this writ petition stands closed as abated.
