Affidavit of service filed by the petitioner is taken on record. 2. The petitioner’s grievance is in respect of the selection procedure undertaken by the District Primary School Council, Paschim Burdwan, for recruitment of the Primary School Teachers in 2006. 3. The petitioner is represented by Mr. Das, learned advocate. The petitioner is aggrieved that the orders of the Hon’ble Supreme Court dated January 24, 2019, and October 21, 2019 as well as this Court’s order dated June 16, 2026 in WPA 22163 of 2024, had not been taken into consideration by the State/respondent authority. 4. It is submitted that the authority ought to have come to a final decision as regards the selection 2 of the appropriate candidates, only after evaluating their merits and publishing result, in terms of the said orders as stated above. 5. In this regard, the petitioner has made a written representation before the respondent No. 2/the Commissioner of School Education, Government of West Bengal, dated 01.11.2019. 6. Mr. Das has submitted that the said representation is still pending. He submits further that an order may be passed by this Court, directing the respondent authority to consider and decide upon the petitioner’s prayer in the representation as above. 7. Mr. Singha Roy, learned advocate appearing for the State submits that the recruitment process is conducted independently by the District Primary School Council and the State has no role to play in the same. He further submits that the petitioner’s candidature has been duly considered in the light of the order of the Hon’ble Supreme Court, however, without any favourable result, which might have been desired by the petitioner. 8. Mr. Mandal learned advocate has appeared for the District Primary School Council, Paschim Burdwan. He concedes to what has been 3 submitted on behalf of the State. 9. Having heard the learned advocates for the respective parties and perusing the documents on record, it is found that the Hon’ble Supreme Court authoritatively has put forth guidelines regarding the process of recruitment, as involved in the instant case, in its order dated January 24, 2019 and October 21, 2019. It further reveals that this Court has also dealt with the similar issues in WPA 22163 of 2024, vide order dated June 16, 2026. 10. It therefore, transpires that the entire procedures and necessary guidelines are already set in place, for the respondent authority to follow and to ascertain eligibility of successful candidates. 11. Hence, let the petitioner submit a comprehensive representation afresh, before the respondent No. 5/Chairman, District Primary School Council, Paschim Burdwan, ventilating her grievance, if any, as ventilated by her in this writ petition, being supported by sufficient documents, if any. 12. Let the respondent No. 5/ Chairman, District Primary School Council, Paschim Burdwan, 4 consider and dispose of such comprehensive representation of the petitioner in terms of the guidelines set out the Hon’ble Supreme Court and this Court vide the orders as mentioned above, within a period of eight weeks from the date of filing of such comprehensive representation by the petitioner. 13. In this process, the respondent No. 5 shall afford reasonable opportunity of hearing to the petitioner and consider the documents/judgments relied on by the petitioner in support of her grievance/prayer. 14. A reasoned order shall be passed by the said respondent No. 5/ Chairman, District Primary School Council, Paschim Burdwan upon consideration of the petitioner’s comprehensive representation. 15. The writ petition being WPA 3982 of 2020 is disposed of. 16. Parties shall act on a server copy of the order duly downloaded from the official website of this Court. (Rai Chattopadhyay, J.) 5
