2. Learned counsel for the petitioner submits that the application for compassionate appointment has been rejected only on the ground of delay.
3. On the other hand, learned counsel for the respective respondents support the impugned order and oppose the writ petition.
4. I have heard learned counsel for the parties and considered their rival submissions made herein-above and also gone through the record with utmost circumspection.
5. The petitioner’s father died on 7-1-1994 and application for compassionate appointment was filed by the petitioner on 14-3-2016 with a delay of 21 years, as such, the application suffers from delay and laches and more particularly, for this period, the petitioner has survived and therefore on the ground of delay and laches, the application has rightly been dismissed. I do not find any merit in this writ petition, it deserves to be and is accordingly dismissed. No
