RAJOURI ...Respondent(s) Through: Ms. Sagira Jaffer, Assisting Counsel vice Ms. Monika Kohli, Sr. AAG CORAM: HON’BLE THE CHIEF JUSTICE O R D E R 15-05-2026 Vide this petition, the petitioners seek initiation of the contempt proceedings against the respondent authorities for willful/deliberate defiance of the order dated September 26, 2018 rendered by the writ court in SWP No. 1967/2018 (“Mohd Qadeer and Others vs. State of Jammu and Kashmir and Others”). A bare reading of the order referred to above reveals that the petition preferred by the petitioners was disposed of by the writ court with a direction to the respondent authorities to conclude the selection process, initiated vide advertisement dated 22.03.2006, as already directed vide order dated 06.10.2016 passed in yet another petition (SWP No. 2175/2016). Statement of facts on behalf of the respondents has been filed. Learned counsel for the respondents, at the outset, has drawn attention of the court to the response submitted to the averments set out in para 02 to 11 of the petition. She submits that the General Administration Department, Government of J&K vide order dated January 9, 2006 had allocated 75 Class-IV posts of different departments for recruitment through open competition. And, these posts were advertised vide Advertisement Notice dated 22.03.2006. On the basis of the selection made by the committee constituted for the finalization of selection process, the select list of the candidates for Class-IV post District Cadre, Rajouri was issued vide order dated 23.04.2021 (Annexure R1). She submits that the selected candidates had been issued formal orders of appointment by the respective departments and they had even joined the respective departments that were allotted to them. That being so, nothing substantive survives in the petition and the same is disposed of as having rendered infructuous.
