JUSTICE JASMEET SINGH O R D E R % 13.08.2026 1. This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers :- “1. Issue a writ in nature of Mandamus, certiorari, quo- warranto or such other appropriate writ order or direction to the Respondents as deemed fit and just by this Hon'ble Court to strike down Chunauti- 2018 Plan and fix responsibility; 2. Mr. Rohatgi, learned counsel for the respondents, states that the Chunauti-2018 Plan, which is under challenge in the present writ petition, has been done away with and the respondents are now following Nipun Sankalp Scheme. 3. Mr. Sharda, learned counsel for the petitioner, states that the Nipun Sankalp Scheme also suffers from the same challenges as the Chunauti-2018 Plan. He states that it is just the change of nomenclature and the challenge remains the same. 4. However, the Nipun Sankalp Scheme is not before the Court and hence, as of today, I am unable to appreciate the challenges to the Nipun Sankalp Scheme. 5. The Court has not examined the merits of Chunauti-2018 Plan in view of the statement of Mr. Rohatgi, learned counsel for the respondents. 6. For the said reasons, since Chunauti-2018 Plan is no longer in existence, the present petition is disposed of granting liberty to the petitioner to challenge the Nipun Sankalp Scheme, if so advised and as adopted in the city of Delhi, in accordance with law.
