Ms. Kiran Dhiman, Advocate vice Ms. V.B. Verma for the respondents No. 1 to 3. CMP.T. No. 1772 of 2019 Instant application is seeking exemption from filing the typed/legible copies of annexures. This application was filed way back in the year 2011. Since the matter is at the hearing, on her hearing board, the application has lost its efficacy and is accordingly disposed of. CMP.T. No. 391 of 2026 Instant application is for early hearing, with the prayer that the petitioner is about 73 years of age. In view of the averments made in the application, application for early hearing is allowed. CWPOA No. 3868 of 2019 Heard for some time. 2. Common departmental proceedings were initiated against the petitioner Nokhu Ram and another Deputy Ranger, namely Inder Kumar, on 01.10.1999. Petitioner submitted a response to the memorandum of charges. The Inquiry Officer was appointed on 23.08.1999, who submitted the Inquiry Report on 09.09.2011 [Annexure P-3], holding the charges as proved. The Disciplinary Authority-cum-Director [North], agreed with the findings contained in the Inquiry Report and imposed the penalty of recovery of Rs. 1,27,044/- on 19.02.2001 [Annexure P-4] and stoppage of two annual increments without cumulative effects. 3. For appreciating the contentions, Learned Counsel for the Respondent-Corporation is directed to have Instructions or to file short affidavit to the following effects; (i) Whether Inquiry Report [Annexure P-3] was furnished to the petitioner by the Disciplinary Authority enabling him to make representation against the findings in Inquiry Report before imposing the penalty on 19.02.2001 [Annexure P-4]; and (ii) To ascertain as to whether the co-delinquent Inder Singh was imposed any penalty; and (iii) Whether the aforesaid co-delinquent had availed any legal remedy and the outcome thereof.
