The petitioner completed and passed her graduation in the year 2011. Subsequent thereto, the petitioner obtained a Diploma in Elementary Education, as is evident from Annexure P-3 dated 10.10.2018. The Teacher Eligibility Test was also cleared by the petitioner, as is evident from Annexure P-4 dated 8.10.2018. Hence, in terms of the R&P Rules (Annexure P-7), based on the aforesaid qualifications, the petitioner is eligible to be considered for appointment as a Language Teacher. 1 Whether the reporters of the local papers may be allowed to see the judgment? 2 2. For being appointed on a batch-wise basis in terms of the R&P Rules (Annexure P-7), after 31st March, 2014, by way of selection, the batch is to be determined on the basis of the Bachelor of Education certificate obtained by a candidate. Insofar as the determination of the batch of an individual similarly situated as the petitioner is concerned, who has obtained a Diploma in Elementary Education, nothing has been provided in the R&P Rules (Annexure P-7). In this respect, the attention of this Court has also been invited to Annexure P-6, i.e. letter dated 22.10.2019 issued by the Deputy Director of Elementary Education and addressed to the Director of Elementary Education. 3. Based on the reply filed, learned counsel appearing on behalf of the respondents submits that the batch, insofar as the petitioner is concerned, can be determined on the basis of the date on which the Diploma in Elementary Education was issued to the petitioner, i.e. 10.10.2018 (Annexure P-3). 4. In view of the stand taken by the respondent, the present petitioner does not intend to press the present petition.
