The petitioner’s father died in harness on 18.05.2005 and thereafter the petitioner filed his application for grant of compassionate appointment on 20.10.2010 with a delay of 5 years. Mr. Brijkishore Dubey, learned counsel for the petitioner would submit that the petitioner’s application for grant of compassionate appointment has not been considered and decided by the respondent authorities. 3. Mr. H.A.P.S. Bhatia, learned State counsel, would submit that petitioner’s application for grant of compassionate appointment has already been considered and rejected on 13.01.2016, which has not been questioned in the present writ petition. 4. I have heard learned counsel for the parties, considered their rival submissions made herein-above and gone through the records with utmost circumspection. 5. Admittedly, the petitioner’s father died in harness on 18.05.2005 and with a delay of more than 5 years, the petitioner filed his application for grant of compassionate appointment on 20.10.2010. Thereafter, final reminder was made by the petitioner on 18.11.2014, however, the petitioner’s application for grant of 3 WPS No. 3355 of 2019 compassionate appointment was rejected on 13.01.2016 (Annxure R/1) which has not been questioned by the petitioner and after a delay of more than 3 years he filed the writ petition on 24.04.2019 claiming compassionate appointment. Moreover, there is no explanation given by the petitioner as to why the order dated 13.01.2016 has not been questioned right in time and even otherwise, petitioner’s father died in harness on 18.05.2005 and after 20 years it would be in appropriate to give direction to the respondent-authorities to consider the petitioner’s application for grant of compassionate appointment which has already been rejected vide order dated 13.01.2016 (Annxure R/1) on the ground of delay and laches. 6.
