In this writ petition, the petitioner was terminated from the post of Rojgar Sahayak by order dated 12.06.2012 (Annexure-P/3), SAIFAN KHAN Digitally signed by SAIFAN KHAN Page No.2 of 2 IN WPS-156-2019 against which, he preferred an appeal before the Additional Collector and same also stood rejected on 01.07.2013 (Annexure-P/01). Feeling aggrieved, this writ petition has been preferred with a delay of about 06 years on 05.01.2019. The only explanation which is sought to be given in Para-07 of the writ petition is that since the petitioner has submitted representation to the respondent-Collector, Raigarh and direction has also been issued from time to time to the Janpad Panchayat, Pusaur, but till date no any information with respect to the petitioner has been given. However, a careful perusal of the record would show that the last representation was made by the petitioner on 06.12.2014 (Annexure-P/09). As such, the delay of about six years in filing this writ petition against the order dated 01.07.2013 has not been explained satisfactorily. Even otherwise, after passing of the order dated 01.07.2013, though the respondent No.02 issued various letters to the SDO, Raigarh and CEO, Zila Panchayat, Raigarh vide Annexure-P/06 & P/07 to enquire into the matter of the petitioner herein, but fact remains that the petitioner failed to challenge order dated 01.07.2013 before any higher forum or before this Court for such a long time. 3.
