GUNESHWAR SHARMA Order 09.03.2026 [1] Present Mr. Lungmi Ragui, learned counsel for the petitioner, Mr. S. Niranjan, learned G.A. for the State respondent and Mr. Jeson, learned counsel appearing on behalf of Mr. W. Darakishwor, learned Sr. PCCG for the Union of India. [2] It is submitted that the matter has already settled in the mediation proceeding dated 24.02.2026 and the matter may be disposed in terms of the mediation. The mediation report dated 24.02.2026 reads as follows: “Settlement Agreement Imphal. 24th February, 2026 As directed by the Hon,ble High Court order dated 16.07.2025 passed in W.P. No. 771 of 2018, all the parties from both the sides were present for 9 (nine) sessions of mediation on 07/08/2025, 25/08/2025, 24/09/2025, 01/10/2025, 31/10/2025, 07/11/2025 & 10/11/2025 and 21/11/2025and agreed to the following terms and conditions to bring about and amicable solution to the above mentioned Writ Petition. The parties agreed to the following terms and condition: That the 1 party, R.S. Reisang, represented by his counsel Ms. Timmiwon Raihing agrees to withdraw the above mentioned Writ Petition as the petitioner's prayer/relief has been answered by the concerned respondent No. 2. Administrative Secretary. Relief & Disaster Management. Government of Manipur, by way of allocating a lump sum amount of Rupees Forty Thousand only (40,000/-) on the Humanitarian ground for some help to the petitioner as a relief within a period of three months (3 Months) from the date of agreement. That, the 2nd party mainly the respondent No. 2, represented by A. S. Timothy (Under Secretary), Relief & Disaster Management. Government of Manipur, also submitted the same. That, this agreement should be final and binding to all the parties concerned. In the light of above terms, the mutual agreement was signed between the Petitioner and Respondents of W.P. No. 771 of 2018 in the presence of the Mediator.” [3] As prayed for in terms of the mediation proceeding dated 24.02.2026, the writ petition is closed.
