JUSTICE AHANTHEM BIMOL SINGH 17.02.2026 [1] Heard Mr. Juno Rahman, learned counsel appearing for the petitioner; and Mrs. L. Monomala, learned GA appearing for the respondent. [2] At the outset, the learned counsel appearing for the petitioner submitted that for redressing the grievances raise by the petitioner in this writ petition, the petitioner has already submitted a representation dated 04.05.2017 to the Director, Consumer Affairs, Food and Public Distribution, Government of Manipur (respondent no. 2) and that the said representation is still pending for consideration and disposal by the respondent no. 2. [3] The learned counsel further submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by directing the respondent no. 2 to consider the aforesaid representation submitted by the petitioner on its own Lucy Gurum ayum Digitally signed by Lucy Gurumayum Date: 2026.02.17 16:04:55 +05'30' Page 2 merit and strictly in terms of the applicable rules and guidelines and to disposed of the same by the issuing a speaking order within a stipulated period. [4] Mrs. L. Monomala, learned GA appearing for the respondent fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by him, she has no objection in disposing of this writ petition as prayed for by the learned counsel appearing for the petitioner. However, the learned GA submitted that the petitioner may be directed to submit a copy of the said representation to the respondent no. 2 a fresh as the said representation was submitted long time back. [5] Considering the submission made by the learned counsel appearing for the parties, and on perusal of the record this Court is of the view that it will be in the interest of justice to issue the following directions; (i) The petitioner is directed to submit a fresh copy of the aforesaid representation dated 04.05.2017 submitted by him to the respondent no. 2 along with a copy of this order within a period of one week from today. Page 3 (ii) In the event of submitting such a representation by the petitioner within the period mentioned above, the Director, Consumer Affairs, Food & Public Distribution, Government of Manipur is hereby directed to consider the same on its own merit and strictly in terms of the applicable rules/ guidelines and to dispose of the same by issuing a speaking order. (iii) It is made clear that the whole process should be completed with a period of three months from the date of receipt of a copy of the said representation along a copy of this order (iv) The aforesaid direction has been given without considering the merit raise in this writ petition.
