By means of the present petition, the petitioner seeks initiation of contempt proceedings against the respondent-authorities for their willful/deliberate disobedience for not implementing the order and judgment dated November 21, 2016 passed in SWP No. 2476/2016 (Romesh Lal vs. Union of India and ors.). 2. A bare reading of the order referred to above reveals that the petition preferred by the petitioner was disposed of by the Writ Court with a direction to the respondents to redress the grievance of the petitioner and take appropriate decision in accordance with rules within a specified time frame. And the petitioner was directed to submit a detailed representation before the respondents regarding his grievances/ concerns. 3. Statement of facts/compliance report on behalf of the respondents has been filed, para no. 6 whereof reflects that the representation of the petitioner was considered and two claims of the petitioner have been granted. However, the claim of next promotion has been withheld due to non-clearance of vigilance as the petitioner was facing charges of misconduct and the department inquiry was pending against him. Thus, it appears that nothing substantive survives in the petition. Sr.No. 41 4. Accordingly, the same is disposed of as having been rendered infructuous. However, in the event any dispute/cause of action/interest still survives, the petitioner is at liberty to move an appropriate application for revival of the present petition and its decision on merits.
