As it appears, the Order impugned has been passed in the year 2013 and the Writ Petition has been filed in 2018 and in the meantime more than four years have passed. Therefore, the Review Petition suffers from delay and laches. 4. In that view of the matter, this Court is not inclined to entertain this Writ Petition at this belated stage, as the Review Petition suffers from delay and laches, in view of the Judgment/Order of this Court in the case of State of Odisha v.
