THE HON’BLE SRI JUSTICE NYAPATHY VIJAY WRIT PETITION No.2017 of 2026 ORDER:

The present Writ Petition is filed questioning the action of Respondents in not releasing financial assistance of Rs.10,00,000/- (Rupees Ten Lakhs only), sanctioned to the Petitioner (Application I.D. No.OV2018120214) under ‘Videshi Vidya Deevana’ Overseas Scholarship scheme, as illegal and arbitrary. 2. The Petitioner had applied for financial assistance under ‘Videshi Vidya Deevana’ Overseas Scholarship scheme for the academic year 2018-2019 and the same was allotted with Application I.D. No. OV2018120214. After due verification, Respondent No.4 sanctioned Rs.10,00,000/- (Rupees Ten Lakhs only) in favour of the Petitioner for pursuing Post Graduation in Arizona State University for the course of Computer Engineering. Though, the Petitioner had completed the said course, the financial assistance as promised to the Petitioner was not disbursed to him. Hence, the present Writ Petition is filed. 4
3. Learned Standing Counsel for Respondent No.4 passed on the written instructions vide Lr.Rc.No.60/EBC/2025, dated 03.01.2026 signed by the Managing Director of the Respondent- Corporation and the relevant portion of the written instructions reads as under;
“In this regard, the Managing Director AP EBC Corporation has prepared a bill vide proceedings No: 952/EBC-VVD/2024-5 dated 14-11-2024 to transfer the funds to the respective bank accounts under "NTR Videshi Vidyadharana" Scheme, including the Petitioner namely Peravali Vinay Kumar which was cited in S.No.4 vide Application ID No. OV2018120214 by generating Bill No. 2024-1767449 and bill was approved on 29.11.2024. Due to the year end activity on 31.03.2025, the bill was closed by the Finance department and the payment status is being shown as "Bill returned to DDO as per Art.39 & 50 of AP Financial Code, Vol.I". Therefore, it is requested to take 3 months time for completion of the process for making payment to the petitioner namely Peravali Vinay Kumar i.e. the details of the petitioner will be submitted to the PFMS unit per processing bills. Accordingly a compliance report will be submitted to the Hon'ble High Court of AP to avoid the further legal complications.”

4. As there is no dispute with regard to the entitlement of the Petitioner, the Writ Petition is disposed of, with the following directions, by placing the written instructions on record.
(i) The Respondents are directed to disburse the
amount to the Petitioner within a period of three (3) months
from the date of receipt of a copy of this order;
