JUSTICE AHANTHEM BIMOL SINGH O R D E R 15-01-2026 At the outset, Mr. M. Hemchandra, learned senior counsel assisted by Ms. Rosa Sahani, learned counsel appearing for the petitioners submitted that the present writ petition can be disposed of by giving liberty to the petitioners to approach the authorities by filing a detailed representation for redressing their grievances raised in this writ petition within a stipulated period and also by directing the concerned authorities to consider the said representation on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order within a stipulated period. Mr. Th. Vashum, learned GA appearing for the respondents fairly submitted that he has no objection in disposing of this writ petition as prayed for by the learned senior counsel appearing for the petitioners. Considering the submissions made by the learned counsel appearing for the parties, this court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The petitioners may be given liberty to approach the competent authorities of the State Government by filing a IN. 3 SHOUGRAKPAM DEVANANDA SINGH Digitally signed by SHOUGRAKPAM DEVANANDA SINGH Date: 2026.01.15 16:42:47 +05'30' WP(C) No. 474 of 2017 Contd…/- representation for redressing their grievances raised in this writ petition within a period of three weeks from today; (ii) In the event of filing such a representation by the petitioners within the stipulated period, the concerned authorities of the State Government is hereby directed to consider the same on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order within a period three months from the date of receipt of the said representation; and (iii) It is made clear that the aforesaid directions have been issued without touching upon the merit of the present writ petition With the aforesaid directions, the present writ petition is hereby disposed of.
