As such, the petition itself suffers from delay and laches because the petition has been filed in the year 2017 seeking benefit of service rendered for the period from 1985 to 1988 and further benefit of pay with effect from 2009. 4. Be that as it may, since none appears for the petitioner, we believe that, either the purpose of filing petition is served or the petition has rendered infructuous or petitioner is not willing to prosecute the cause.
