CMP No.31570 of 2025 This application has been filed for permission to use the ground premises of Government Senior Secodary School, Sajaopiplu, District Mandi, H.P. to organize District Level Lohri Fair w.e.f. 13.01.2026 to 15.01.2026 on behalf of the S.D.O (Civil) Dharampur, District Mandi, H.P. It is averred that the aforesaid Fair has been declared as District Level Fair vide Notification dated 30th January, 2019 (Annexure R-2). This is a historic Fair which is celebrated from the time immemorial and many sports activities like volleyball competition, cultural activities by various Mahila Mandals, school children are held in this Mela and there is no other place to organize this Mela. Counsel for the State has placed on record datails of winter break in the school and the school will remain closed two days before and three days after ‘Lohri’ as per (Annexure A-2). No objection certificate issued by the Principal of the school has also been placed on record as Annexure R-3. Reference is also placed on similar orders passed by this Court in CMP No.326 of 2023 (Annexure R-4), wherein permission has been sought and accorded in the year 2023. Accordingly, we allow the application, subject to the following conditions:- (i) That no damage shall be caused to the property of the school and its playground, where the event is proposed to be organized. (ii) That after the event is over, the playground shall be handed over to the Principal of the School aforesaid in a neat and clean condition and it shall be ensured that no plastic is used except the one permissible under the law. The administration shall ensure that the playground is cleaned after the event. (iii) That the law and order shall be maintained by the local administration during the said period. (iv) That the applicant shall deposit a sum of Rs.20,000/- in the Students Welfare Fund of the school concerned.” The application is allowed and stands disposed of. ( G.S.
