1. Eleven petitioners, as being retirees of Jammu and Kashmir State Financial Corporation, were restrained to come up with present writ petition filed on 27.09.2017 asking for the following reliefs: (i) To fix the pay of the petitioners in the pay scales which were admissible to the higher posts to which they have been promoted and subsequently regularized with effect from the dates they have been promoted in their own pay and grade as mentioned in paragraph 3 of the Serial No. 06 Regular List

petitioner and to release the arrears with effect from their aforesaid dates of promotions upto the date of their respective dates of retirement with interest @ 15% P.A. (ii) To pay the retiral benefits to them in terms of pay scales admissible to the higher posts and pay the arrears after deducting the amounts already received by them with interest @ 15% P.A.
2. On the very first date of its listing, the writ petition was admitted and post admission notice was addressed to writ respondents which was accepted by Mr. M. A. Bhat, who then was the standing counsel for the respondents. 3. Reply to the writ petition came to be filed from the end of writ respondents on 02.04.2019 therein detailing the respective status and retirement of the petitioners. 4. The only cause put up in the reply for not extending the requisite benefits in favour of the petitioners was the resource crunch. 5. The respondents came forward with a Supplementary Affidavit filed on 13.11.2024 which was by the Chief Manager Personnel and Administration JKLFC Head Office, Jammu. 6. It is in the aforesaid backdrop that a statement came to be made at Bar by Advocate- Mr. M. A. Bhat, representing the respondents that a reasonable time is required by the

respondents to release the arrears in favour of the petitioners and to that extent, this Court accommodated the writ respondents with eight weeks’ time. 7. Said time supply availed by the respondents is still going on. 8.
When this Court came up with an order dated 02.03.2026 putting it in very clear terms that there is nothing remaining in the writ petition to be adjudicated upon and it is only a matter of time for release of arrears by the respondents in favour of the petitioners, for which a schedule of payment in installments has been worked out whereby in terms of ten installments, six installments have already been released in favour of the petitioners and four are awaiting to be released, before this writ petition comes to take final rest. 9. This Court sees no prejudice being caused to the petitioners as well as to the respondents and accordingly disposes the writ petition by issuance of a writ of mandamus unto the respondent Nos. 1 & 2, in particular respondent No.2 i.e., Managing Director, J&K State Financial Corporation, to ensure the release of remaining four installments in favour of all the petitioners by or before 31.07.2026 failing which the respondent No.2 in particular, shall render himself in breach of compliance of the writ directions hereby issued. 10.
