Vide this petition, the petitioner seeks initiation of contempt proceedings against the respondent-Authorities for willful/deliberate non-compliance of the directions issued by the Court on October 08, 2015, in SWP No. 2753/2015 ( Bishan Singh and ors. vs. State of J&K and ors.). 02. A bare reading of the aforementioned order clearly demonstrates that this Court disposed of the writ petition preferred by the petitioners, directing the competent authority to adjudicate the petitioners’ claim, in terms of the Circular issued by the Chief Engineer PHE department vide No. PHEJ/20094-20013 dated 18.03.1993 subsequently modified vide no. PHEJ/3417-37 dated 11.06.1993, if applicable, and, thereafter, sanction the due benefits. Furthermore, the authority was directed to pass a speaking order within a stipulated time frame. 03. The petition at hands is pending for nearly 10 years. 04. None is present either on behalf of the petitioner to clarify if anything actually survives in the petition. 05. That being so, the Court is choicelss, but to dismiss the petition for non- prosecution.
