Vide this petition, the petitioners seek initiation of contempt proceedings against the respondent-Authorities for willful non- compliance/disobedience of order and judgment dated April 30, 2016 rendered in SWP No. 889/2016 (Manoj Kumar Koul & ors. Vs. State of J&K & ors.).
A bare reading of the order referred to above reveals that the petition preferred by the petitioners was disposed of by the Writ Court with a direction to the respondent-Authorities to consider their claims and if they are found entitled to the relief prayed for, as per the rules and, thus, said benefit having been extended to other persons, who were alleged to be equally circumstanced, appropriate orders in this regard be passed within a specified time.
The petition is pending since 2016 and a decade has gone by. Rather office report dated April 28, 2026 indicates that notices could not be issued to the respondents for want of registered covers. None is present either on behalf of the petitioners to pursue the petition.
That being so, this Court is choiceless, but to dismiss the petition for non-prosecution.
