Respondent(s) Through: None Coram: HON’BLE THE CHIEF JUSTICE ORDER 24.04.2026 Vide this petition, the petitioner seeks initiation of the contempt proceedings against the respondent-Authorities owing to willful/deliberate disobedience of the directions issued by this Court vide order and judgment dated March 08, 2016 in SWP No. 276/2013 (Constable Mohd. Bhutto Vs. State & ors.). A bare reading of the order referred to above shows that the matter was disposed of by the Writ Court with the direction to the respondent- Authorities to consider and pass a speaking order in accordance with the J&K Civil Service Regulations, 1956 after complying with the principles of Natural Justice. The matter is pending for over a decade. None is present either on behalf of the petitioner to clarify if anything actually survives in the petition.
