Against the order dated 29.06.1991 of the Director of Estates, Government of Orissa, General Administration Department, the petitioner filed this writ petition for a direction to the opposite parties, particularly, the Principal Secretary to Government, Urban Development Department to allot him a house under Biju Sahari Awas Yojana as he being a landless person. 4. Though this writ petition was filed on 23.09.2016, but the petitioner till date did not move the same. 5. By efflux of time, and without expressing any opinion on the merits of the case, the order dated 29.06.1991 of the Director of Estates, Government of Orissa, General Administration Department has attained finality and, accordingly, the writ petition stands dismissed as infructuous.
