None appears for the petitioner.
2. Sri G.V.L.Murthy, learned counsel appears for the respondents .
3. In W.P.No.28306 of 2014 filed by the respondents herein – State authorities challenging the order of the Tribunal dated 22.04.2014 in O.A.No.3784 of 2013 filed by the present petitioner. while disposing of W.P.No.28306 of 2014, a Co-ordinate Bench directed the petitioners of that writ petition “to consider the case of the respondent No.1(applicant) for the panel year 2013-2014 in case any vacancy arises during that panel year within a period of two (02) months from the date of receipt of the copy of that
order”. The writ petition was disposed of on 20.09.2014. 4. Counter affidavit has been filed. Subsequently an additional affidavit has also been filed by respondent No.2 on 16.02.2026 and in para-7 thereof it has been stated that the case of the applicant in OA (present petitioner) was considered and the promotion was granted. The said para is reproduced as under:
“7. In pursuance to the above orders of the Hon'ble Tribunal. while the department about to proceed for conduct of DPC, another O.A. was filed, vide O.A. No. 1226 of 2016, by Sri P. Anjaiah Choudary, questioning the action of the Government in considering Junior Lecturers who were appointed by transfer/promotion from School Assistants of local bodies for promotion to the post of Principal of Government Junior Colleges and Lecturer of Degree Colleges. In the said case, the Hon'ble Tribunal passed interim orders on 28.03.2016, directing
the respondents not to make promotions to the post of Principals and Degree College Lecturers by Junior Lecturers of local bodies in Zone-IV. S.No DATE EVENT 1 02.04.2014 Orders issued by the Hon'ble Tribunal in O.A.No. 3784 of 2013 in favour of petitioner to promote her as Principal for the panel year 2012-13

7. 20.02.2018 Became infructuous review of Amendment G.O.Ms.No.74 dated 20.09.2017 in O.A.No. No. 1226 of 2026 and batch. 8 27.03.2018 Promotions were effected and given to the approval of the DPC 9 28.03.2018 Abeyance orders in terms of interim orders of the Hon'ble High Court in IA No. 9975 of 2018 in W.P.No. 9975 of 2018 10 06.09.2018 Clarification issued by the Government vide Memo No.22025/233/2018-IE-SE dated 06.09.2018 11 10.09.2018 Promotions were effected. 5. There is no rejoinder affidavit disputing the aforesaid averments. 6. On 01.05.2026 there was no representation for the petitioner. Previous thereto on 02.04.2026 also there was no representation on behalf of the petitioner.
None appears for the petitioner today as well. 7. We are satisfied that the order dated 20.09.2014 was complied with. Delay in compliance is due to the pendency of other OAs in which status-quo was granted as also the order in W.P.No.9975 of 2018, as explained in the additional affidavit. 8. The delay in compliance is condoned. 9. The Contempt Case is closed. No order as to costs.
