Considering the submissions made by the learned Addl. Standing Counsel for the State and in view of the decision rendered in the case of Thalappalam Service Cooperative Bank Ltd. & Ors. vs. State of Kerala & Ors., this Court is of the view that the impugned order could not have been passed under Annexure-6 by Opposite Party No.2. 5. Therefore, this Court is inclined to quash order dtd.28.07.2014 so passed by Opposite Party No.2 under Annexure-6. 6. Accordingly, the Writ Petition stands disposed of.
