It is contended that the Writ Petition is not maintainable on the ground of jurisdiction and allegation made against the person concerned, is also not a party to the proceeding and accordingly the proceeding is also not maintainable. 4. This Court after going through the materials available on record, also finds that allegation made against the person concerned, is not a party to the proceeding.
