This matter is taken up through hybrid mode. 2. Learned Proxy Counsel for the parties are present and seek time to ascertain as to whether any cause of action still survives to pursue the present writ petition. 3. However, as is revealed from the record, the Petitioner has preferred the present writ petition questioning the legality of the selection/appointment of the Opposite Party No.3 as a dealer of Kisan Seba Kendra retail outlet at Gopabandhu Nagar, Keonjhar. 3.1. It is further revealed from the record that, though the matter is pending for the last fifteen years, there is no interim order staying the said selection/appointment of Opposite Party No.3. That apart, the notice issued to Opposite Party No.3 has returned unserved with the postal endorsement “Insufficient address” since long. 4. Hence, this Court is of the view that, by efflux of time, the writ petition has become infructuous. 5. Accordingly, the writ petition stands disposed of giving liberty to the Petitioner to file an application for restoration, provided cause of action still survives to pursue the present writ petition. 6.
