These batches of writ petitions were initially filed for quashing or to cancel the panel prepared by the respondent authorities vide advertisemnt no. 2 of 1999 for appointment on the post of 4th grade employees in the Kishanganj district, for existing vacancies of all the departments i.e. altogether 143 regular posts in Kishanganj district in which serious irregularities, manipulation, charges of corruption for illegal gain by the officers and staffs, which deprived the genuine candidates for their legal appointment and in their places illegal appointments were made by ignoring the rightful claim of the petitioner and other candidates. Some other consequential reliefs have also been prayed for. 3. The writ petition was heard on different dates and a Patna High Court CWJC No.8908 of 2011(66) dt.30-06-2026 14/15 vigilance enquiry was also directed. Vigilance P.S. Case No. 52 of 2019 was instituted. 4. An affidavit has been filed on behalf of the Vigilance Investigation Bureau on 15.12.2025, wherein it has been stated that the investigation is complete on all points and supplementary charge-sheet has been submitted having Chargesheet No. 85 of 2025 dated 29.11.2025 under different sections of the Indian Penal Code as well as the Prevention of Corruption Act against the then Executive Magistrate/Deputy Collector In-charge, establishment, Kishanganj. It has further been stated that total 55 persons have been made accused in the case. 5. The learned counsel for the parties submits that now with passage of time subsequent developments, the prayers made in these batch of cases have either been granted or have become infructuous. 6. It appears from the record that due to efflux of time, the petitioners have been appointed and the writ petition has now become infructuous. Accordingly, keeping in view the subsequent developments, there is no justification in keeping the writ petition pending. Patna High Court CWJC No.8908 of 2011(66) dt.30-06-2026 15/15 7.
