Learned State Counsel even otherwise refers to preliminary submission No.1 of the written statement dated 02.09.2011, wherein it has been stated that the benefit of stepping up of pay granted to Mukesh Kumar Sharma was not withdrawn because his case was covered under the cutoff date i.e. 15.03.2006 fixed by the Chief Secretary to Government of Haryana, while the petitioner was promoted on 20.05.2009 i.e. after the abovementioned cutoff date as laid down in the circular dated 23.11.2009 and the benefit of stepping up of pay of the petitioner as well as 15 other employees, wrongly granted, has since been withdrawn vide Government Order dated 01.08.2011, Annexure R-IV, which have not been rebutted by way of filing any replication.
