Learned counsel submits that the petitioner has not been promoted only on account of Annexure P-1 dated 26.02.1999 stating it to be adverse remarks, which as a matter of fact, were not, these being merely observations that there were complaints against him and he was facing departmental enquiries, which were filed, which is admitted in para 14 of the written statement dated 02.05.2008 filed on behalf of respondent Nos.1 to 4 by Superintendent of Police, Sirsa. He thus, prays that in wake of the aforesaid, the claim of the petitioner be considered in a time bound manner.
2. Learned State counsel has no objection to the limited prayer made.

In view of the above and without commenting on the merits of the case, this petition is hereby disposed of with a direction to the respondents to consider the claim of the petitioner, taking note of the aforesaid submissions, expeditiously, in accordance with law, which this Court has no reason to believe the authorities would not address in a just, fair and reasonable manner. Upon doing so, after notice and hearing offered to him and if found entitled, grant the benefit forthwith. Needless to say, if the orders are adverse to his interest, the same shall contain reasons and the petitioner shall be free to seek legal redress thereupon.
