1. The challenge in the present writ petition is under Article 226/227 of the Constitution of India for the issuance of a writ in the nature of Certiorari/Mandamus or such other appropriate writ, order or directions directing the respondents to refix the pay of the petitioner in the Grade of Rs.1200-2100 w.e.f. 1.1.1986 and Rs.4020-6200 w.e.f. 1.1.1996 on the basis of his Educational Qualifications in view of the recommendations made by the Pay Commissions which have been duly accepted by the State Government as well as by the Department of Public Works and have also been implemented in respect of the other skilled employees of the State Government, with all benefits as revised from time to time and to release the arrears forthwith alongwith interest @18% p.a. from the due date, to which the petitioner is legally entitled.
2. The issue involved in the present writ petition is decided by Coordinate Bench of this Court in CWP-11926 of 2003 titled as “Sham Lal MOHD AYUBand Ors. Vs. State of Punjab and Ors.” on 29.02.2012 by disposing of the 2026.07.17 17:02 I attest to the accuracy and authenticity of this order/judgment.
CWP-17462-2003 (O&M) -2- writ petition in terms of order dated 30.05.2008 passed by this Court in CWP-10759-1990 titled as Rajender Pal Gautam and Ors. Vs. State of Punjab and Ors. The same issue is also decided by Coordinate Bench of this Court in CWP-7001-2013 titled as Daljeet Singh and others Vs. State of Punjab and others and connected matters decided on 26.04.2018, which is affirmed by Division Bench of this Court in LPA-1633-2019, titled as State of Punjab and others Vs. Jasvir Singh and others, decided on 22.10.2019.
3. In view of the above, the present writ petition is allowed in terms of CWP-7001-2013 titled as Daljeet Singh and others Vs. State of Punjab and others and connected matters as affirmed by Division Bench of this Court in LPA-1633-2019, titled as State of Punjab and others Vs. Jasvir Singh and others, decided on 22.10.2019.
4. All the pending miscellaneous applications, if any, are also
