1. For the reasons stated in the application for condonation of delay which is supported by the affidavit, the application is allowed.

1. The present review application has been filed by the State of Punjab seeking review of the order dated 25.02.2002, by which CWP-8598-2000 had been disposed of by observing thus:
“It could not be disputed during the course of arguments that this matter is covered by the decision rendered by this Court in Civil Writ Petition No.19057 of 2001, Surinder Singh versus State of Punjab and others, decided on 17.1.2002.

2. The matter of Surinder Singh (supra) decided on 17.01.2002 was assailed by the State of Punjab in Civil Appeal Nos.3487-3492 of 2004 before the Apex Court which rendered the following verdict:
“Resultantly, the appeals are allowed to the extent indicated above and the order dated 17.01.2002 passed by the Division Bench in Civil Writ Petition No.19057 and order dated 12.09.2003 passed in Review Petition No.329 of 2002 are set aside. The competent authority shall decide the matter as
directed hereinabove. In the facts and circumstances of the case, there shall be no order as to costs.”
3. By allowing the appeals and setting aside the orders dated 17.01.2002 passed in CWP-19057-2001 and the subsequent order of review dated 12.09.2003 in Review Petition No.329 of 2002, the Apex Court directed the competent authority to decide the matter as directed above.
4. In view of the above, the present review application filed by State of Punjab stands allowed, with the observation that the verdict of the Apex Court rendered on 12.02.2015 in Civil Appeal Nos. 3487-3492 of 2004 shall prevail upon the competent authority to decide the matter of all 38 petitioners in CWP-8598-2000.
5. Pending application(s), if any, also stand disposed of.
