The present writ petition has been filed under Articles 226/227 of the Constitution of India seeking issuance of a writ in the nature of certiorari for quashing Memo dated 16.03.1999 (Annexure P-4) whereby the claim of the petitioner for ex-gratia assistance was denied with a further prayer seeking direction to the respondents to implement the Award dated 13.12.1997 passed by the Industrial Tribunal, Punjab, Chandigarh, by notionally regularizing the services of late Gurdeep Singh, husband of the petitioner, and to release pension, gratuity and other retiral benefits, besides extending appointment on compassionate grounds and all consequential benefits. Today, learned State counsel, on instructions and on the basis of the status report filed by Amanjit Singh, District Food & Supplies and Controller, Gurdaspur on behalf of respondents No.1 to 3, pursuant to order dated 30.07.2025 of this Court, submits that the Award dated 13.12.1997 has since been implemented and the consequential benefits admissible to the petitioner/legal heirs have already been released. The relevant part of the same is reproduced as under: “(i) Pensionary Benefits: A sum of {19,626 has been paid as Gratuity to the petitioner (Satwant Kaur @ Satnam Kaur, widow of Gurdip Singh vide Accountant General Punjab letter no. PEN-2/G- 7/2013-14 dated 08.10.2013. True Typed copy of PPO is enclosed herewith as Annexure R/1. (ii) Family pension issued to Widow of Gurdip Singh vide P.P.O. No. 62338/S/PB by Accountant General Punjab Letter dated PEN- 2/G-&/2013-14/ 2253-56 from the date of Death 18.03.1998. (iii) Compassionate Appointment: Bachittar Singh son, of the petitioner, had been provided a regular appointment on compassionate grounds to the post of – P.R. Chowkidar (Group-D) in the pay scale of 4900-10600 + 1650 Grade Pay, vide office order Endst. No. P.A. (Appointment)-2012/2921 dated 10.12.2012. True Translation of Order is enclosed as Annexure R/2. The petitioner's son has in terms of Order (Annexure R/2) given his joining report. True Translation of joining report dated 24.12.2012 is enclosed as Annexure R/3.Presently Bachittar Singh serving as a Clerk in the Circle Office, Gurdaspur. (iv) Ex-gratia Grant of Rs. 50,000/- has been given to Widow of Gurdip Singh vide Cheque No. 557697 on 08.10.2012. Copy Enclosed.” 3. In view of the aforesaid compliance, learned counsel appearing for the petitioner fairly submits that the grievance raised in the present petition stands redressed and nothing further survives for adjudication.
