As per the report of the Registry, the notice issued to the sole appellant-department stands received back duly served through the office clerk. 2. A perusal of the case file reveals that on the last date of hearing, i.e. 25.09.2025, neither the appellant nor any counsel on his behalf appeared before this Court. It is further evident from the report of the Registry that the notice has been duly served upon the sole appellant- department through the office clerk. It is, therefore, surprising that despite due service, no one has put in appearance on behalf of the sole appellant- department, nor have any steps been taken either by the learned counsel for the appellant or by the appellant-department itself. 3.
