This civil writ petition has been filed under Article 226/227 of the Constitution of India for issuance of a writ in the nature of certiorari for quashing the order of Assistant Collector Ist Grade dated 12.02.1996 and Collector dated 23.10.1997 or for issuance of any other direction.

Learned counsel for the petitioners has submitted that respondent No.3-Gram Panchayat who is the contesting party is not appearing in the matter. It is submitted that in the said circumstances, the present petition be
disposed of and liberty be granted to the petitioners to revive the same, in case, the Gram Panchayat in pursuance of impugned orders files execution petition or any cause arises.
