Learned counsel for the petitioner contends that despite his best efforts he is not in a situation to call for the latest instructions as regards the status of the External Development Charges that had been demanded by the respondents and as to whether the recovery has been effected or not. He further submits that there has been a frequent change of the Board of Administrators, who are looking after the affairs of the Society/Board and as a result thereof, there is a lot of impediment in getting correct instructions.
