HARKESH MANUJA, J (ORAL) By way of the present petition the following “ Contempt petition under Section 12 of the Contempt of Courts Act, 1971 for initiating appropriate proceedings under the Contempt of Court Act against the respondent and punish him for willfully and deliberately disobeying the order dated 30.07.2024 passed by the Division Bench of this Hon’ble Court in CWP No.2066/2018; National Anti Crime and Human Rights Protection of India Vs. State of Punjab & Ors. (Annexure P-1) vide which the State of Punjab was directed to ensure that whenever a complaint is made which reflects commission of cognizable offence, registered; AND/OR IN THE HIGH COURT OF PUNJAB AND HARYANA COCP-3048-2026 (O&M) DECIDED ON: 10.09.2026 .....PETITIONER .....RESPONDENT HARKESH MANUJA and for the petitioner. By way of the present petition the following prayer has been made:- “ Contempt petition under Section 12 of the Contempt of Courts Act, 1971 for initiating appropriate proceedings under the Contempt of Court Act against the respondent and punish him for willfully and deliberately disobeying the order dated 30.07.2024 passed by the Division Bench of this Hon’ble 2066/2018; National Anti Crime and Human Rights Protection of India Vs.
