By way of the present petition, the petitioners are seeking a direction upon respondents 1 to 6 to forthwith restore internet access in all public libraries in the Union Territory of Jammu and Kashmir and in all other public libraries. 02. It is stated by learned counsel for the petitioners that the internet facility has been suspended on the ground of security concerns. He further submits that, previously, students were permitted access to the internet facility in the libraries, which facility has subsequently been withdrawn by respondent No. 3. It is further submitted that the petitioners have submitted a representation before respondent No. 3; however, the same has not been considered till date. The Deputy Director, Libraries, Mr. Sheikh Zahoor, is present in person, submits that internet access was never provided to students in the libraries and that the facility is being utilized only for official purposes. 04. In view of the aforesaid, the instant petition is disposed of with a direction to the petitioners to make a comprehensive representation before respondent No. 1, i.e., the Chief Secretary, Union Territory of Jammu and Kashmir, within a period of two weeks. Upon receipt of such representation, respondent No. 1 shall consider and decide the same within a period of three weeks thereafter by passing a speaking order thereon, strictly in accordance with law. 05.
